THE TIMES RECORDER SAT. MARCH 29, 1986 Obituaries HAZEL L. BENNETT NEW LEXINGTON Hazel L. Bennett, 83, formerly of New Straitsville, died at 12:30 p.m. Friday, March 28, 1986, in Good Samaritan Medical Center following a three-year illness.

She was born Jan. 3, 1903, in Perry County, daughter of Levi and Jenettie Lanning Ward. Her husband, Warren Bennett, died in 1940. Surviving are a brother, Leonard Huston of and a niece, Mrs. Jenettie Polen of Zanesville with whom Mrs.

Bennett made her home. Friends may call 6 to 8 p.m. Sunday at Chute-Wiley Funeral in New Lexington. Graveside services will be at 10:30 a.m. Monday in New Straitsville Cemetery, HARLEY T.

WORKMAN NEW LEXINGTON Harley T. Workman, 68, of 301 Mill New Lexington, died at 1:22 a.m. Friday, March 28, 1986, in Licking Memorial Hospital, Formerly of the Lloydsville, St. Clairsville and Morristown areas, Mr. Workman resided in New Lexington since 1962.

He was a retired schoolteacher at Miller High School. He served in the European Theater during World War II. He was born Aug. 20, 1917, in St. Clairsville, son of Tobe and Maude O'Neil Workman.

His wife, Roberta M. Hagmaier, died Nov. 20, 1985. Surviving are a daughter, Mrs. Gary (April) Kinser of Newark; a son, Thomas Workman of New Lexington; two granddaughters; a stepgrandson; and a sister, Hilda Duvall of Belmont Route 1.

Friends may call 2 to 4 p.m. and 6 to 8 p.m. today at Roberts Funeral Home in New Lexington. Services will be at 2 p.m. Monday at Kelly-Kemp Funeral Home in Morristown where friends may call from noon until time of services.

The Rev. Don Richards will be officiating. Burial will be in Union Cemetery 1 in Morristown. She was born in Norwich, daughter of John Cummins and Alice Catherine Richey Wilson. Her husband, Wiliiam R. Speer, died in 1929.

County Jail's Future Eyed LISBON, Ohio (AP) The Columbiana County Jail is in such poor shape that the 31-year-old facility should be replaced instead of renovated, according to a consultant's report.

A citizens' committee, which heard the consultant's report Thursday, is studying jail improvements and how to pay for them. Sheriff Richard J. Koffel said the county needs a 100-bed jail which would cost at least $5.5 million to build. The citizens' committee will tour the jail next week in light of the fin-' dings of consultant Tom Reid of the National Institute of Corrections, a non-profit group which advises communities on jail conditions. "This is the first jail I've ever seen that's going to rust itself apart," said Reid in a videotape shown to the committee.

Reid said it would not be realistic to renovate the existing jail. The committee also heard reports. on jail conditions from those who work at the facility. Jail Commander Joseph Shipbaugh said a jailer found an extension cord plugged into a second-floor socket to supply electricity to equipment on the first-floor. Reid found a manual system to open the main cell doors simultaneously did not work.

Shipbaugh said the system, which has since been repaired, "probably hadn't been lubricated in 30 years." study by the Drug Enforcement Administration.
